PROJECT TITLE: Assessment of recruitment practices and working conditions during the weeding process of cotton production in Uzbekistan

PROJECT AIM

The development and roll out of a baseline survey of financial literacy, and validation of the quantitative findings through selected focus group discussions. The Survey will cover both rural and urban areas of the country, and provide a gender and target group differentiated capabilities and needs assessment.


DESCRIPTION OF ACTUAL SERVICES PROVIDED IN THE ASSIGNMENT

Qualitative part:

-In consultation with the ILO and the ILO international consultant, finalize qualitative sampling and propose regions and districts. The target audience will include, but will be not limited to: farmers, workers, local representatives of khokimiyats, Farmers’ Council, Ministry of Agriculture (MAgr), Mahalla Fund, Women Committee.

-Analyse proposed guides, conduct a pilot of qualitative methodology tools in at least 2 pilot focus groups discussions and 2 in-depth interviews at the preparatory stage, finalize the tools based on the pilot results and translate them from English into Russian and Uzbek.

-Collect, process, transcribe, translate the data collected during the focus groups (total 32 FGDs) and in-depth interviews (total 20 in-depth interviews) and provide to the ILO.

-Provide brief write-ups for focus groups (up to 5 pages) and support in analysing qualitative information on recruitment practices and working conditions during the cotton weeding phase through focus groups discussions and in-depth interviews.

Qualitative part:

-In consultation with the ILO and the ILO international consultant, develop the sampling frame for the quantitative part, pilot the tools in at least 25 phone interviews, finalize the tools based on the pilot results and translate them from English into Russian and Uzbek.

-Collect, and process quantitative data on recruitment practices and working conditions during cotton weeding phase through a telephone poll of a representative sample of 1000 respondents.

-Provide to the ILO the clean database for the phone poll in SPSS and STATA formats.

-Provide inputs to the ILO and the ILO international consultant on data analysis.
