Project evaluation of the "ESN: STT" program in Uzbekistan

As part of the "English Speaking Nation: Secondary Teacher Training Program (ESN: STT)" in Uzbekistan, extensive work was carried out to improve the qualifications and pedagogical skills of English language teachers in secondary schools. The ESN:STT program is a comprehensive three-year initiative aimed at improving the English language proficiency and teaching skills of secondary school teachers in Uzbekistan. It used a cascade model in which trained Core Trainers (CTs) train Regional Peer Mentors (RPMs), who then train other teachers, ensuring widespread and sustainable impact.

The Al Mar Consulting team conducted an extensive assessment using both qualitative and quantitative data collection methods, including 1,579 interviews, focus group discussions, and lesson observations. The purpose of the evaluation was to assess the effectiveness of the program, identify problems, and make recommendations for future improvements.

Achievements of the program. One of the main achievements of ESN:STT is the significant improvement in teachers' teaching skills and their English language proficiency. The program helped guide teachers away from traditional teacher-centered methods toward more dynamic, student-centered approaches in schools. This shift created an interactive and engaging classroom environment. The program was conducted by the American Consulate for International Education in collaboration with two key partners: the International Association for the Teaching of English to Speakers of Other Languages (TESOL) and the Center for International Education in the College of Education and Human Development at George Mason University.
